Do you only get notified if selected, or is there also a notification that goes out telling you that you were not selected?

You will be notified even if you are not selected. If you are talking about the CO'19, virtually all notifications are sent out by April at the latest (according to the Academy's published information). If you are wondering about Summer Seminar, notifications are sent out on March 6.
But for now, why worry about not getting selected? Most appointments haven't even been sent out yet. You are still in the hunt!
