I'm currently in the Navy unit at my university on scholarship, but cannot keep it due to a hip surgery I had, meaning I cannot commission. I know the Army is the same way. Will the Air Force commission me to restricted line with no scholarship?
I don't know what you're thinking, but AFROTC has the same medical standards as NROTC and AROTC. So if you've been DQ'd from both of them already it's probably unlikely you'd be cleared by the Air Force. You'd also have to be selected for a field training slot. Go talk to your nearest AFROTC detachment- they'll be able to answer more of your questions.
You need to go to to SFT for AFROTC and be a POC for no less than 3 semesters. That means if you joined AFROTC today you would not go to SFT until summer 2017 at best. Commission Dec. 2018.
Now let's bring back the medical issue. Let's assume you can meet those SFT/POC guidelines. The problem is from a DoDMERB aspect you will probably need a waiver.
Nobody here can tell you what the AF needs regarding O1s in 2018, like afrotc said contact the closest unit.
I think the AF just started a policy where current juniors (=AS300) can join, go to the SFT between their junior and senior summer, and commission after graduation.
