The key thing is did he say rated selection or pilot rate? Two different things.
The 1st means 90% of the applicants were selected for rated. The other means 90% that asked for pilot got it.
If this yr follows the last 2 yrs it would be the latter. He would go to UPT. Obviously if is overall 90% selection he would have to wait for the list to see if he got pilot, CSO, RPA or ABM.
When DS went through it, 100% got rated, but only 90% got Pilot. This brings us to your followup and how it is tied to what he actually texted. If the total is 90% for all cadets, the 10% would be sent to the non-rated board in the fall. If it is like our DS's class, the other 10% would go to the other rated slots, i.e CSO, etc.
Many of the 10% have vision issues, thus they were never going pilot in the 1st place.
Come June/July time frame he will fly out to Wright Pat and take his long form physical. It is 3 days of exams. If he passes his flight physical he will than find out his base selection @ this time next yr.
He will find out his report date around Mar/Apr. FWIW, dates can change a lot. DS's date changed 4 times. 1st it was May 10th...comical because his commission date was May 26th, and his last final was May 12th. His next date was May 30th and they allow 3 days travel, so IOTW he would have left the next day. The next was Aug., and it finally ended with Oct 1st...leaving on the 28th of Sept. This happened to all of his friends, none of them with UPT slots didn't have their date change. So at the very least the likelihood will be he will be home for several months.
Caveat here is sequestration. If it goes through they may change the physical TDY. The reason why they do it in the summer is that if someone gets DQd than they can take them off the list from the 10% not selected.
Sequestration will probably impact his report date too. This yr they did @ 6 months of casual status as an AFROTC grad waiting for UPT. If there won't be money to spend, it is highly likely they will not have them do that and for him, it will means up to 9-11 months before reporting. DS commissioned May, UPT class date is April. When Bullet went through 25 yrs ago, he commissioned in May (25 yrs to the date of our DSs) and his class date for UNT was March.

OBTW, the newest change is if he has his PPL than he would not do IFS (Initial Flight Screening) prior to UPT, if he doesn't he will go to IFS.
