That is essentially a national competition, assessing all candidates with that nom, which means they may wait until all applications are in. Now, if there is a candidate who not only walks on water but invented it, the SA might go ahead and make the offer of appointment.
Of course, it is ideal if the candidate has also obtained noms from Sens/Rep and applied for VP, plus any other source. That gives the SA, if they want to offer an appointment, more options as to where to charge the appointment.

Note USCGA is not required to participate in the nomination process, and USMMA does not have certain nom sources. The DoD SAs have the same nom sources.

If his name is not on Senators’ or Representative’s slates, then he did not receive a nomination from those nom sources. That door is closed. The JROTC/ROTC nom is given to all who are eligible for it and nominated, but only a certain number of appointments can be charged to that nom source.
Think of the nom sources as a bunch of buckets. Each bucket can have appointments charged to it. The candidates in that bucket compete for the available appointments for that bucket. Candidates can exist in multiple buckets at the same time.
To piggyback here and provide a specific example, a candidate was appointed to USNA one year on 7 Dec which was well prior to the Senator's and Congressman's slates being finalized much less announced. By the time all was said and done, the Candidate had 3 nominations, a Presidential, a Senatorial and a Congressional. Obviously, since the latter two had not been decided on 7 Dec, USNA made the offer with just the Presidential available but leaving the door open to use the others if necessary to bring in the people that it most wanted. He received a phone call from local congressman's office congratulating him (even though he had not yet interviewed with the local COM), and it showed up in his portal 2 days later. The BFE came two days after that. He had interviewed with both Senators, and one emailed saying that since he had a JROTC nom and an appointment already, they were going to defer to that.Congratulations! DS received an appointment with a JROTC nomination. His appointment showed up in his portal the same day Army beat Navy when they played at Michie during Covid. We thought that was so fitting. Hi! Just want to add my experience onto what others have shared. I got both a JROTC nomination and principal nomination from my MOC. I received my JROTC nomination around August/September (I had my JROTC teacher submit his nomination in June/July of that year), and then received my Pnom in November. I was appointed that December. Like others said, there are only a certain number of slots for JROTC/ROTC nominations, and they usually are given out rather earlier in the year.Anyone here receive an appointment through the JRTOC/ROTC route?
