When does WP typically start giving out the first wave of appointments/BFE if a candidate has everything done and uploaded in their portal?

Right about now (not counting LOAs, which are rare). And will be doing so into April and a bit beyond. As they say, this process is a marathon. You may be near the finish line, you may not.
