Regarding 3 year scholarships, they CAN be augmented to 3 1/2 years.

My DS received a 3 year campus based scholarship as a freshman in Fall of 2015. By November of that year, the Cadre extended that to a 3 1/2 year allowing him to contract in his second semester of his freshman year. So ultimately we paid only for his Fall tuition.
 
And, based on the school you go to, there may be some additional "extras" for 3 year winners. Examples: waiver of OOS tuition surcharge, free room and board, or a R&B stipend.
 
We haven't upgraded a three year scholarship in a couple years. It could happen but if you are going to school in the northeast I would recommend you not count on an upgrade.

My daughter was told this same thing in the SW (Arizona) as well. Apparently, they have not upgraded one in over two years, this was at one of her 4 schools she had originally listed and the only school in a different Brigade as the other 3. In the "NW" it seems to be more common. All three schools in the same Brigade told my DD the possibility of an upgrade while she was visiting during her application process, if she were to receive a 3 year AD scholarship. Fast forward to this year, she is a MS1 on a 3 year and was told last week her upgrade to a 3.5 has been approved. She is really excited and we are thrilled too, however, I am guessing each Brigade budgets differently, just my guess as to why the difference. Given we had the information from the school in Arizona that it could go away at anytime, she definitely chose the school with the expectation that we would be paying for the entire first year, so I completely agree not to count on anything, but if it happens, BONUS! Oh and by the way, only 3 freshman were approved for an upgrade, and I know they had more than that on 3 year scholarships.
