I obviously can't say for sure, but this is my understanding of how the process works. Once they are boarded they get a score and that puts them on the order of merit list ranked by score. There are applicants from the 2nd board who received 3 year and applicants from the 2nd board who received nothing (as well as applicants who received 4 years). If their position on the list didn't put them high enough to receive a scholarship on the 2nd board at all, it seems unlikely that they would receive a 4 year on the 3rd board. There will be 1,000 total 4 year scholarship (per a prior post) and roughly 200 were awarded in the 1st board. The board will have ranked all the new applicants and added them to the OML. Those in the top 1,000 will be awarded/upgraded to 4 year and then the rest get 3 year until they run out. Good luck to your son! The wait is hard, but I'm guessing he should hear by mid-next week.
