AROTC Boards (PMS's?)

I have already been awarded an AROTC scholarship, but I'm curious: when the board meets, are the applications randomly assigned to the PMS's that review them, or do the PMS's review each application with their school listed as a school of intent?

I don't think you understand the process. The Board is made up of 4 or 5 PMS's. They review and score all the files considered by that board. That score is rolled into the whole person score and the WPS is what is used to establish the order of merit list used to allocated scholarship offers.
