Can one of the candidate's parent sign as the witness on the Body Altercation Form that is included in the Acceptance Documents or does it need to be signed by someone outside of the family?

Can one of the candidate's parent sign as the witness on the Body Altercation Form that is included in the Acceptance Documents or does it need to be signed by someone outside of the family?

I signed my DS's form and it's sufficient.
His showed up on his portal as accepted on 01/04/2016 without any problem.
