DS is contracted a few months ago for his 3 year scholarship. The ROO states everything is in order and they have asked him to go to the base(s) and get his CAC card. He has gone and has called and the base CAC personnel say, 'You are listed as a reservist and your contract is not active.' We are unsure as to what the issue is and other students that contracted with him have received their CAC cards. Any ideas or feedback on how to proceed?

Probably a clerical error in the processing of paperwork. Reservists do get issued a CAC. Have your DS get in touch with his unit staff. I would imagine that @Montana State Army ROTC has some guidance here as well.

Happy Thanksgiving.
A return visit to the CAC office is called for. Some appear to be very helpful, others less so.
DS1, a four year winner (2011) had a CAC with an E6. DS2 contracted (2017) with an E5 CAC both in the DC/VA area, no problems on either occasion.

Just to follow-up : DS called earlier in the week and again today. Both times told he is an E-5 but not contracted. I got on the hoot and spoke to a SGT on a third call and noted DS has received several payments/stipend already so he is active by Cadet Commands perspective. She put me on hold and came back and said he can come in and get his CAC. She cited that he was in active in DEERS. Wondering if CAC card issuance is validated based on DEERS. Is that the case? I've been out for quite some time so just wondering if that is how CACs are qualified today. On another note, SGT was very helpful, gave her name and noted he should be good to go now.

Yes, its all about deers. This is why cards expire on commissioning dates and cant be extended because in deers thats when it ends. So the gap between graduating and reporting to BOLC they dont have an id.

Thank you for the clarification and additional info. Makes complete sense now!

DS (ROTC 3 year) got his CAC yesterday. The first step was getting paperwork from ROTC unit that showed him enrolled in DEERS and then he scheduled appointment online and received instructions from local CAC issuance office. Your DS should ensure those steps are complete @Donkopolous.
