"Coaches CANNOT administer the CFA unless they are also PE Teachers."

My coach isn't my PE teacher, but is still a PE teacher. Does that mean he can administer my CFA?
 
The CFA is too important for you to be asking about the rules on an anonymous online forum (no matter how well-intended the people here might be). Instead, go directly to the primary source: USMA Admissions! Only they can give you the latest, greatest instructions. Because it’s the military, and things do change.
 
My ds is homeschooled so he does not have the typical PE teachers, coaches, etc. It was an easy task for him to ask his RC who best should administer his CFA. Admissions will work with you. I would not guess or take someone's word for it unless they work for admissions.
 
Getting to five posts so I can DM, but back in high school I took it with my coach (who is a PE teacher but not my PE teacher since I was exempt) and it was completely fine. In college I’ve been working with local field force and they’ve been administering it to me. Both are totally acceptable, though your field force will have greater knowledge and ultimately may be able to help you out a bit more.
