Clarification about school choice for NROTC

For clarification, If an applicant is awarded the 4 year scholarship and is accepted to their 1st choice school, the applicant is placed at the first choice correct? I believe I remember reading on the application that the 2-5 spots were only used to gauge interest for the programs there. Thanks.

They try to place you at #1 but it is no longer a guarantee like it was the past couple years.
