The "debt talks" should not impact the number of cadets at USAFA.
USAFA was directed to get "down" to their legal number of cadets by 2012. They're doing that by not bringing in as many "new cadets" this year and next. The following years will most likely be smaller simply to help balance out the wing and to give a better demographic for attrition.
As of this past week, the plan is still for a class of 2016 in the range of 1050 or so.
