I'm applying for an AROTC scholarship and filled out my college section... however I'm applying to more than 7 schools. If I get into a different school I didn't list but I'd like to attend, would I still be eligible for a scholarship?

Go into your scholarship application portal and read the “Addition Information” section. It should point you in the right direction.
 
Hard to imagine you would not want to attend any school in your top 7.

That said, the short answer is if you are offered a scholarship and want to use it at a school other than those for which it was offered you can request a transfer. Army is not obligated to grant your request but my sense is they generally will. I have no hard stats but seems it's not an uuncommon.
 
Approach your list of ROTC colleges the same way you’d approach your overall list for applications. That is, include 3-4 “target” schools; 1-2 “reach” schools;1-2 “safety” schools. That should maximize your chances of matching schools that you’re admitted to — and interested in — with schools ROTC assigns for the scholarship.
