Cross Commissioning with Roommate

Good Evening all,

I have a purely theoretical question that I couldn't find a solid answer to elsewhere. I know cross commissioning can happen with the academies and that they have people on staff to facilitate these changes. ROTC is a little less clear and the processes seem to be less accessible than in academies. I'm in NROTC and my roommate (same year) is in AFROTC. He's interested in some career fields unique to naval service and I have love for the air force as well as the navy. Would switching services be possible? As far as I can tell the problems only arise as soon as you deprive the services of personnel they were contracted, so a direct replacement might nix that problem. Not planning on doing it but knowing about that process would be interesting for both of us so I thought I would ask.

In theory, you might think something like this could work. But getting all of the logistical stars to align, I think, would be very difficult. My gut says that if you and your roommate decide you are both serious about this, then the place to start would probably be with your respective PNS and PAS at the same time. I am nearly certain that without joint simultaneous approval from both, you would have no chance. Both, I think, would want to know why each of you wants to do this, and both might want to talk to the cadet/mid that they would be gaining to size him up. I'm sure they would also talk to each other. But if both sign off on it, then who knows?
 
Don't be surprised if they have another cadet on a waiting list to cross commission. One of you could get your wish with the other potentially being out of luck (or added to the waiting list). Just an uneducated theory (non-military perspective), but I could see this happening in the civilian world.
 
The Air Force published a letter in 2020 stating that due to reduced need for officers, it was offering cross commissions in Navy and Marines, might check this out. see:

Interesting. Also interested to know whether or not they worked with the Dept of the Navy on this one and how their end strength numbers are looking right now. Seems strange that they only mentioned the maritime services but no mention of the Army.

Wish they had these options when I was getting ready to commission.

Could be Navy had room and Army didn't.

So, actually the photo copy of the letter I posted is from another thread - and is only the first page. I cannot recall if the Army is mentioned on the next page. It is strange that only the Airi Force is going through this phase and the other 3 services are full speed ahead on commissioning. Although I just did learn the Navy is commissioning into the Navy Reserve from ROTC now - this is new.

In addition to this AF officer surplus last year, this year AF canceled ROTC board 3 (meaning all those applicants are SoL) and has twice delayed Board 2 from 5 Mar to 30 Mar to 13 Apr...so even Board 2 may wind up being smaller than projected. Thus, I think his chances of cross-commissioning into USM much better than yours to USAF.

I don’t think the others are quite “full speed ahead”, and if they are it won’t last long. Budget cuts usually effect every branch of the service with the possible exception of the USCG. If I had to guess, the USAF might be seeing increased retention rates at the moment due to the airline hiring freeze, at least on the Officer side of the house.

That's exactly the reason, with no-rated officers also remaining on AD.

I ran across that info on Navy commissioning into reserves, but I think it is a specific program where you go into it wanting to be in the reserves.
