@RJM Something is not fully computing here. So to confirm you're at one law school at one with a path to commission and planning to transfer to a law school of the AROTC Brigade 6 university:

You state the law school you are planning to transfer FROM planned on offering you a commission, and now the school you plan to transfer TO has advised there is a reduction / risk and you are not guaranteed a commission or scholarship.
The idea that the rest of the ROTC participants from your new university would be hosted at AROTC university B, but just you would go to host university C - asked and answered as not how it works.
I think you should discuss your concerns with your units and only if you get their permission, to ask the 6th brigade ROO for guidance.
Recommend you ask your FROM university: Given circumstance, would they still offer you a commission if you stay on - is it guaranteed? If so would you stay, or would you prefer to introduce risk at a new school?
The obvious question is: Given the risk of moving taking away your path to commission, why not finish out law school where you are?
