It sounds like there's no hard cutoff.
Some appointments are offered as late as June, and I think there have been a (very) few reports of offers arriving after the TWE (official rejection).
These seem to be extremely rare however, and the majority of appointments are either already out, or are coming out soon.
It sounds like most TWEs will go out by 4/21.

There are many with multiple appts. As those get turned back in (1 May deadline), other late appointments will open up. Your DS/DD will get an email that there is a new message in his/her portal. When you check the portal they'll be a new letter and the status will change from "Candidate" to "Appointee". For USAFA, this typically occurs overnight-- Between 4-5am ET (1-2am PT).What site is updated with appointment? Or is it an email?
