Do decisions change?

My DS's portal was update with a Status Change letter -- denied admission. He sas AROTC Scholarship as Plan B and thinking about applying again. However, he has not received a TWE in the mail and it's been a while. Just curious if this means anything? Do denials change to accepted? I think the answer is no but thought I'd ask.
 
Their are always one or two exceptions every year, but your son's chance this year is basically over and it would be best to focus on Plan B which is now Plan A.
 
Lock down plan B. In the extremely unlikely event there is a change of mind, he could still accept the appointment. You would be out a deposit, but who in their right mind would care?
