Does a congressional nomination help my ROTC application as well? Even a university application?

I would be careful about listing academy nominations on college applications. If a college knows that you are a hard-charging academy candidate, they may be less likely to accept you, knowing that you're probably going to accept an appointment (if offered) and they are the backup. Like academies, competitive colleges have no shortage of qualified applicants, so it's mostly about yield.
 

If I remember correctly my son’s AROTC application asked if he was applying to USMA too (which he was) so he answered yes. There wasn’t a question about a nomination. AROTC application for scholarship is different than a college admissions application. I agree to not mention on the college admissions application anything about an academy as being top choice
