Does USAFA look at MOC slate only if all 10 are complete?

Our congressman has submitted his slate of nominations. If he does a competitive slate with no principal nominee, is there any chance of appointment(s) off his slate if some candidates haven't finished their applications yet?

Let's say on his slate there are 6 complete apps with 3Q + nom, while the other 4 have the nom but are not yet 3Q or have unfinished apps. Their deadlines go all the way to January 31st. Will the USAFA board even look at the 6 complete candidate files now or will they wait for the other 4 to complete their apps? In other words, do all 10 candidates have to be complete for the board to look at their individual files? What if there's a stellar candidate among the 6? Would it be possible for that person to receive an appointment earlier and the rest goes to the national list?
 
I don't believe they would choose the slate winner without all candidates files being complete. The exception would be if one or more of them have an LOA, then they could be given an appointment because they have received a nomination just by being on the slate. Where their nomination would be charged would be settled after all candidates on the slate were evaluated. If no one has an LOA, then no one would be given an appointment before all candidates on the slate were evaluated.

Building on @Stealth_81, there’s no reason for an SA to dole out offers of appointment until the deadlines have passed for both applications and nominations. To do so any sooner would mean they might not be choosing the very best.
