Earrings for males

I found in the MIDN Uniform Regulations that earrings are not allowed whenever in uniform, which makes sense. However, what is considered "in uniform?" Is there ever a time when one could wear studs for example? I am not very knowledgeable, so forgive me if this seems like an idiotic question.

While the school plays up the Midshipman in the USNR IRR, the student uniforms are school uniforms and set by the school. However, despite being a civilian [in the IRR] and not on active duty, they are not in keeping with other civil rights afforded to normal college students. So, you put up with it because it is a 3rd party payer school. From...not at.. as the saying goes.
 
As a plebe, you will be in uniform all the time, even when you are on liberty. No earrings for males and very limited earrings per Navy regs for females. If earrings are important to you, a service academy might not be your best fit.

They are not, just making sure I understood what "in uniform" meant. Thank you for the clarification.
 
Is it a problem if I have a tattoo across my upper back It can't be seen when wearing any t-shirt only muscle tanks. Does this disqualify me based upon uniform issues?
