My State defines and regulates. E-bikes along a similar line to Maryland's. We have 3 types of E-bikes: Type1s for kids; Type 2s peddled with motor assistance,
or ridden w/o pedaling, (
driven) by the motor to speeds of up to 20mph max; Type 3s with a maximum
"motor assisted" speed of up to 28 MPH, but require that the rider is pedaling whenever the motor is providing power assistance to the wheels.
OP's 75mph electric motorcycle and Type2 E-bikes would be ruled out at the USNA by their electric motor driven capability. Type3's with up to 28 mph motor
assisttance to the rider's pedaling????....................."Sea Lawyering" would begin here I think.

OK, but slap a rack and some bags on this type 3 and anything within a 40 mile radius of USNA is within a 2.5 Hr EASY ride
. A run to Whole Foods or really anywhere in Annapolis would be about 10-15 Mins each way; a shot into Baltimore 1.5 Hr or DC 2hrs. 750 watts and 120+ Ft Lbs torque make for as easy a ride as you want on a given day. Mine substitutes a carbon belt for a chain, smooth quiet and zero grease, I often ride it in long pants w/o greese stains.
I wouldn't show up with one on I-Day, or try to join the local Hells Angles chapter, but a good E-bike could really expand a Mid's liberty or local Annapolis access/options. If my DD were headed to the USNA today I would encourage her to inquire into storing a Type3 on campus for use during liberty Etc, in the same way and for the same purpose another Mid might store a conventonal bike for the same/similar applications. Hell, some cheaper, less powerful / more basic E-bikes are almost indistingushable from a Std. Bike.
