How early to request JROTC nom?

How early can a JROTC cadet put in a request to SMI for nom? DS currently a junior in AJROTC with apps started at USMA and USAFA. Can he request now?

I don't think there are rules about that, though there may be. He should bring this up with the JROTC instructor (or whatever they call the position). My own thinking is why wait?

How many/frequently are JROTC nominations awarded. Also, to OP, what is "SMI"

I don't know that there is a limit to the number of nominations that can be awarded overall. There may be a limit by unit. Keep in mind ROTC noms and JROTC noms go into the same pool. However, no more than 20 will be accepted and some years it doesn't even get that high (or so I've heard).
