Also, your BGO should have a decent idea of competitiveness, especially if he/she has been a BGO for a few years.
Basically, "competitive" means there are a lot more people in the district who want to attend a certain SA (or all SAs) than the number of nom slots. Competitiveness can also vary by SA -- for example, USAFA is understandably more "popular" in Colorado than the other SAs, so a CO district could be competitive for USAFA and not USNA.
As a general rule, WA is probably not a super-competitive state other than possibly the district that houses the Navy sub base. However, I don't live there, so that's only a guess and that situation can definitely change from year to year. And, finally, to repeat, you can't do anything about the situation other than move -- which isn't an option for most people.
