Is the minimum more than 5?

Found that on another thread. The OP started this thread over a year ago. 5 is the current value.
@time2 is correct. The rule is currently 5 posts.
There is some confusion because in the past, the rule has been 10.
I cannot find the option to message. I have 5 messages/posts, so is there a time amount where you account has to be recognized with minimal post amount?
You should be able to click on "private conversation" on the toolbar.
Another method is to click on the profile pic of a user and then clicke "start a conversation"

I to have over 10 post. I can not read anywhere that it must be on other topics to get to get permission to PM. The P M would very much help me. Please respond.

You should be able to PM now. Note that PM permissions are not immediately added but are part of a scheduled automated maintenance task. Thus, there is a short delay between making your 5th post and having PM permissions.
How often do the scheduled maintenances take place?
It shouldn't be more than a few hours for your privileges to reflect your post count.
