An offer of appointment in hand, virtual or otherwise, is the next step, along with some administrative steps, and is what the respective appointment threads document. Everyone on those SA appointment lists has an actual offer of appointment.

No. LOA said "you are being accepted contingent on receiving a nomination." Yesterday MOC notified him that she had nominated him.
So I thought LOA + Nom = Appt since everything else was done, and the LOA said all you need now is a Nom.

The status in the USAFA portal will change to “Appointee” when it becomes official.

You will then have 2 weeks to sign a form that gives the USAFA consent to do a Criminal Background Check. Giving that consent does not equate to accepting the offer of appointment. Appointees have until 1 May 2019 to accept/decline.
