Letter of Recommendation- to whom?

So I was talking to a retired Captain and he advised me to get a few more (at least one more) letters of recommendation. Since the letters I have on my actual application aren't from my current chain of command, he recommended getting my DIVO and also my DEPT Head to write letters.

My question is this: Who do I/they address the letters to? I would like a more personal option than the typical "to whom it may concern." However, without knowing who is exactly going to be reading them, probably primarily the admissions board, I'm not sure the best way.

Dear Officer of Admission,
 
If you know who your Regional Director is you should send the letter to him/her; eg:

LT Jackson, USN
Region Director, Region 1

Then the rest of the address block
