I was wondering if letters of recommendation for MOC nominations should tailored towards recommending me for a nom, such as "it is my pleasure to recommend (so and so) for a congressional nomination" or simply a general letter outlining skills and qualities and why said candidate is qualified.

Read very carefully the instructions provided by your MOCs. You’ll have three different MOC sources, and each one can be different for LORs. Could be an open-ended invitation to write anything. Could be a specific template that must be followed.
