Is it possible to earn an LOA without having done your BGO interview? What about before being qualified by DODMERB?

Given that the BGO interview is supposed to be done before your application is complete, I would say no..
Of course, like anything, there are probably exceptions.

Yes on getting LOA prior to being DoDMERB qualified but it obviously will be a requirement prior to getting the appointment.

DD received her LOA in September 2015 (Class of 2020), well before MOC interviews, DODMERB, and BGO interview.

DS finished his application, BGO interview by the end of September last year.
Cleared DoDMERB in October.
Received LOA first week of November, one week later, had MOC interview. They knew his LOA.
Remember LOA is not your goal, an appointment is.

Yes, LOAs have been given prior to BGO interviews being completed. However, it is not the norm.
