MOC Single Nomination

Does anyone have an idea why MOC would nominate to only ONE service academy when DS is qualified for all three? We did rank order as required but were hoping to be competitive with all the SAs.
 
In many states there are so many folks competing for a nomination, they often work together and make sure applicants get no more than 1 nomination. Sort of a spread the wealth approach. Hoping the nom was for his first choice!
 
It was for first choice, but our region did not have 10 applicants to each SA, so I don't see why he wouldn't receive a nomination unless MOC really thought he would recieve appointment to his first choice (or maybe we are just hopeful)?

Anything I could say would just be guessing. The only way to truly know in any case is to call the MOC's office. They are the only one's that know the rationale.
