Where can I get the spelled-out official govt documents and info on the commitment for a Naval ROTC scholarship and penalty obligations if student withdraws? Desperate. Thanks

6. FAILURE TO FULFILL CONTRACT OBLIGATIONS; FAILURE TO COMMISSION a. Reimbursement or Active Enlisted Duty Service Obligation. At the discretion of the Secretary of the Navy or his or her designee, I will be required to either (A) serve on active enlisted duty for a period of at least two (2) years or (B) reimburse the Navy for the cost of the tuition and fees I have incurred under Paragraph 2.a.(1), plus interest, if: (1) I fail to fulfill or violated any terms or conditions of this Contract; (2) I become ineligible to serve as an officer prior to commissioning; (3) I am not offered a commission because the Navy has determined I lack the aptitude or am not suitable to be an officer; (4) I am disenrolled from the NROTC Program for any reason (including medical or physical disqualification); or (5) I refuse to accept a commission. b. Non-dischargeable Debt. I understand that any reimbursement obligation I incur under this Contract is a debt to the United States of America and may not be dischargeable in bankruptcy
 
Ok so there is no period in which withdrawal results in NO PAYBACK? my husband thought he read that if student withdraws after freshman year, no tuition payback is required. Is this incorrect/untrue?

I read your question as the scholarship midshipman, because of the “desperate,” was already into the commitment period, as I think @AROTC-dad did.

Lay eyes upon the actual scholarship contract.

I grabbed this one from the Vanderbilt NROTC website. It’s all spelled out. Go to the Military Obligation section, where the specifics on the first year are laid out.

 
In most cases, with a standard NROTC 4 year scholarship, a Midshipman can withdraw up to the start of their sophomore year. This assumes the Midshipman is conducting a DOR and is in good standing up to that point.

If there are disciplinary factors in play then it really depends. And honestly, the unit is the best place to ask unless there is a desire to retain counsel.

The NROTC unit's HR rep has the answers.

If Villanova, your NROTC LT advisor will know who that is. But on your orientation day, the person who gathered your medical records and had you sign your DD4 form was likely your HR person.

Villanova is part of the Philadelphia NROTC consortium which includes a few area schools Temple, Drexel, UPenn, Villanova Their offices are located on campus at Villanova in John Barry Hall and the consortium have staff/ offices at U Penn as well. Admin was Ms Myles ( not sure if it still is)!at UPenn but look at Villanova’s site for the contact link.
