Need help getting high school and college transcript in application

I have sent my college transcript and high school transcript to the USAFA multiple times, but they continue to appear missing on my application. I have been in contact with my counselor, but she has been little help. How do I go about this?

USAFA will not accept transcripts from the student. They must come directly from the high school and/or college.

I had my counciler send it through the portal and mail it, then I mailed it again with her signiture on the back of the seal on the envelope. And this has been going on for over a month. But it still doesn't show up on my application.
