so there are 3 appointments per congressional district?
I wish, but no. Each district can have up to 5 cadets at the Academy at one time. So, usually a congressional district has one to two spots for a congressional appointment.

Foxtrot and NJ Dad:

While there are limitations on number of cadets allowed in the Academy per Congressman, as correctly pointed out by Foxtrot, roughly a base allotment of 12 but this is exceeded with unused nominations transferred from other areas of country. They seem to be able to make space for those they want. I believe 54 entered class of 2020 from NJ and as of this past PPW there are now 49 still enrolled/active.

The actual number can also get a little blurry when you see that someone from x district received an appointment. That candidate may well have been a nom from an MOC slate BUT they were actually pulled from the NWL (because the MOC's quota was full) and the appointment is not actually charged to the MOC, though the appointee's nom was from that MOC. Or, you hear that someone else received an appointment from a district, and their appointment could actually have been charged to a Presidential or some other eligibility category. Or, someone could have left the SA from that district, and an opportunity opened up to offer an appointment to someone else off that MOC slate.
 
Did you get a waiver requested?

I sent my paperwork for remedial in but nothing yet. I have called up numerous times. I have qualified for ROTC scholarship but nothing new on West Point they still need to review it. At this point my chances are out I'm assuming?

Not necessarily. Did WP request a waiver for you yet? They did for me and they just reviewed it like a month later. I'm still waiting for a determination.

No they haven't requested anything other than the initial remedial paperwork that I sent a while ago. No waiver

Update: I am now qualified for West Point medically no waivers needed. My portal has not changed yet though
