from my kid's current top choice ($ private school) and offered what amounts to half-off of the total but only for the first year, anticipating that they receive a 3-year AROTC scholarship from the final board.

The ROO also seemed optimistic about transferring a 3-year if awarded to a different school, but the other schools my kid listed are mostly public, not private, so would the price difference matter?

No the price difference doesn't matter. In MAR/APR you can request to transfer the scholarship. I do not know the transfer acceptance rates, but every transfer request into or out of my program has been approved.

Won't it be April before the results from the final board are known?

MAR - APR timeframe. Depends on how quick the results get published. This past board, they were published in less than a week.
