Did a search but couldn't find any info on this.

Is there a deadline for which Nominations are submitted to USNA? Only our MOC conducts interviews. His deadline for the application is October 31. Website says interviews will be scheduled for November. Our senator's deadline was September 28.

Is it safe to say before Christmas, or is there a hard date?
 
January 31st is the cutoff date for a complete application (including nomination).
An application is considered complete if the required actions and special instructions categories say "None".
 
MOCs have until January 31st to turn in their nomination slates, as well.
 
Though not unusual for MOCs to submit their slates earlier — say, in December — and for nominees to be informed before Christmas.
