Question. If parents live in separate states can an applicant apply for a nomination in either state?

Just found the answer....just needed to dig a little deeper!

No

Pick one as that is how many please that the actual applicant is domiciled.

Just to be clear: you are qualified to apply for a NOM from at least 4 sources: your states U.S. Senators, your US. House Representative and the Vice President of the United States. You may qualify for Nominations from Military sources as well. Apply for ALL you are eligible for. If you receive more than one NOM, do not decline any-that is part of the process and will be worked out.
 
Also, if applying to the US Merchant Marine Academy you may apply for nominations from each of your state representatives regardless of district
(some will take applications out of district, some elect not to, but ask for sure).
 
So to clarify. My understanding is that if your parents live in different states AND they have joint custody you can pick one state and apply for NOMS there regardless of where you attend school. The NOM being sought is for USMMA.
