NROTC Battalion question

Are NROTC battalions selective based on the colleges they include?
Would an individual, who is applying for a scholarship at Tufts, be competing against individuals from Harvard and MIT to get a spot in that battalion?

No. People are selected at a national level and not at all based on the colleges they chose. Colleges aren't even looked at ntil after they have decided to award a scholarship and then it's address by a separate board before you are informed.
