Does anyone know who needs to be the "witness" on the Drug Statement, Certificate of Understanding, and Debarment forms for the NROTC scholarship? Not getting a lot of guidance from the NROTC coordinator, portal not being updated, etc. so I am trying to figure this out.

My DS had to have it done in front of his coordinator when he came for the interview (which I think matches what it says on the NROTC website). That being said he still hasn’t updated the portal yet either so I had DS call to double check. Said he just hadn’t updated online he yet. Calling seems to work for us better than email ... no response otherwise. Good luck

DS signed his in front of the local enlisted recruiter. Other than asking him if he'd ever considered nukes, she didn't put undue pressure on him to enlist. ;)

Great replies. Thanks. The twist is that my son is in south Texas and his recruiter is in the north Texas area, and his interview was done by an NROTC LT at a major college campus. He told my son that he could not sign it, even though he did the interview.

Don't know if your son is in JROTC, but my daughter's JROTC instructor was able to witness her forms (according to the NROTC scholarship coordinator in San Antonio we spoke to). Even if he's not in JROTC, and if there is one at your son's school, perhaps the instructor could/would be able to assist.

Ours was signed at the local recruitment office also.. And the nuke program was also brought up!
