So, basically what is the ISR? Do you have to apply for it, or is it an "invite only" type of thing. Also, to even be considered for one of these, does the complete application package have to completed and submitted?

@guydelarosa: rather than spoon feed you, I suggest you start by searching these forums using the search function. There is a lot of great ISR information on here - some very recent. From there, you can bring us your questions. Fair enough?

I have searched for quite sometime trying to find exactly how you "apply" or get selected for the ISR and I have not found a firm answer. My question is basically, once you submit your full package, does your recruiter have to recommend you for the ISR process?

As I read about them, a student is so spectacular that they are “offered” one, on the spot. So someone had to pick you. Perhaps your recruiter tags you, perhaps during your interview with an officer. It’s all part of the regular NRTOC application process. Posters here who have posted about their experience are generally surprised to be offered one.

There isn’t an answer as to how you apply because you don’t. It’s all tied into the standard NROTC application process.

Our DS did some research on this and his RO confirmed that the boards automatically review apps for ISR type candidates. They have a limited number of them available and will dole them out only to OUTSTANDING candidates, they are also done on a regional basis, so scattered around geographically. Not handed out like candy at Halloween.
