NROTC uniform sizes

I am going to get fitted for NROTC uniforms and I have a question concerning NWU cap sizes. It says to measure 1" above the ear but the picture shows, for women, the bun is behind the head and included in the measurement. I was wondering if this is correct or do women usually wear the bun below the bottom edge of the hat? Thank you!
