Yes. You can apply to both while in high school and also apply to the Academy while in NROTC.
 
Or you can attend college on a NROTC scholarship or as a college programmer and apply to USNA. Doing well in college and doing well in a NROTC program will improve your USNA application.

You replied to my other one about my being homeschooled, and it turns out the my graduation certificate is not accepted by the US Naval Academy
