Numbers don't add up

Last night we attended a congressional nomination info session with our Congressman. He provided a handout with helpful info about the process, as well as the number of applicants and slots for each academy. For each of the 4 (Army, Navy, AF, MM), the handout stated there are approximately 40-60 applicants for each academy. This adds up to about 160 to 240 applicants. However, the online signup for the interviews had less than 40 time slots to schedule. With a quick count, it looked there were about 40 families in the room, so this made sense. Where are all of those other applicants? Am I missing something?

Was this by invitation? If so then perhaps others didn't make the cut for an interview. If not, then perhaps the others didn't care enough, were otherwise occupied, or even felt they knew enough about the process (reapplicant?) that they didn't need to attend.

Yes, that's what I was thinking. Maybe the numbers listed were for all applicants, not just those who were invited for a nomination interview ???
 
Some applicants apply to more than one academy.
That makes sense. But, if there were 42 time slots for a congressional nomination interview for our district (we could see everyone who signed up and which times were still open through SignUpGenius), and only 40 were filled, and all 40 applied to all 4 academies, then each academy listed should have a max of 40 applicants. But they all had more than that - in the 50s and 60s. So, I don't know where those other applicants are coming from...
