Possibility of an Age Waiver

Hello! This isn't for me but it's for one of my prior enlisted friends. She messaged me today saying that she found the reference for the age waiver but could not find any guidance on how to complete it. She's 23.

I wasn't able to find anything through my own searches, but I wasn't sure if anyone here had any resources that I may have missed!

On the USNA admissions website there is a listing for admissions reps. There is a Chief for prior service. Best bet is to have your friend who wants to apply, email that POC with the info.

Thanks. I was going to tell her that if I couldn't find anything out myself. That chief was completely not helpful for me during my application process and I had to end up finding everything out on my own anyway so that's why I asked here first.
 
This is the reference, Section 553, pages 117-118. This is the authority for your friend to request it.

At USNA.edu, as I suspect you know from your experience, there is the page for AD applicants, with various links.

Listed in the checklist for enlisted applicants is the personal official letter request for a SECNAV nomination, with a sample letter. That is a personal official letter format which requires the CO’s endorsement. I believe - but am not an official source - that letter is where the applicant would add in the reference above in the list of references as Ref b, and in the body of the letter, add language in Para 1 that goes something like “Per reference (b), I request an age waiver, as I would be __ years of age on 1 July 2022.” I am going by memory of a few of these I endorsed as a CO or reviewed an an XO, but that was a while ago. That nom request via personal official letter is the vehicle that carries many of the applicant’s requests and statements.

Of course, I also recommend, always, going to the primary source, Admissions, and trying to contact the chief who is the admissions rep for enlisted personnel. The sooner the better. If emails and phone calls are unsuccessful (keep a record), she could seek assistance from her own chain of command. Perhaps her chief or Div O would be willing to call, saying they are working on her letter request and drafting the CO’s endorsement, and wanted to be sure of how the age waiver request was handled. That would be an oblique way of ensuring the age waiver request was properly handled.

I am not sure, but you mention "Prior Service Enlisted" is she currently AD or is she a civilian? Section 553 of the NDAA applies to Active Duty members, not prior service as I read it. Maybe @ Capt MJ could help here? If she has been out of the service an age waiver may not be available since the NDAA specifically mentions Persian Gulf Service as interfering with the ability to apply in the normal time frame.

Excellent point. If the friend is now a civilian, and is in fact “prior enlisted” in the most literate sense, the option is Navy OCS after college degree obtained.
