Pre-Candidate to Candidate

I'm in the applicant/pre-candidate phase. If my SAT/ACT scores are too low and they're not what the Academy sees as competitive, will I fall out of the pre-candidate phase (rejected) forever? My score is 1120 out of 1600, which I know is really bad.
I'm just a little confused on the process.
Basically, even if they're too low (but all other prospects are good) will I be able to receive my candidate kit, or will I have to wait until I bring them up?

They will tell you if your current scores are deemed "non-competitive." At that point, all you can do is strive to improve for the next year. You might be in that category. So, take a bunch of practice tests, and study study study. Remember, USAFA superscores, so just keep taking as many of the ACT/SAT tests as you can afford.
