Most do it if: (1) it fits their schedule; (2) the distance isn't too great; and (3) they're asked. Often these ceremonies are at 10 am on a weekday morning in June. Your BGO may need to work or may be on vacation, etc. In that case, they typically try to get a fill-in but it's not always possible. If the BGO covers a huge territory and it's a really long drive, it may not work. Finally, BGOs have no idea when your ceremony occurs. If you want him/her there, you have to ask and most will do their best to come as it's one of the best parts of being a BGO. But, again, don't be disappointed if they have to pull out at the last minute. I've had to for work reasons (e.g., unexpected business travel).
As with all things, have a Plan B (such as a school official to present).
