Keep in mind the majority of SA cadets and midshipmen do not receive early-cycle or even mid-cycle LOAs that assure applicants of an appointment if certain conditions are met, such as obtaining a nom, passing CFA, getting cleared by DoDMERB.
Admissions uses these in any way they wish, with no published criteria. There is no secret formula. The goal is an offer of appointment, not an LOA. You should assemble your best quality application and submit it as early as you can.
Think of the LOA as a unicorn. If one wanders into your portal some months down the road, rejoice. If it doesn’t, do not invest any time or energy in hunting one down.
I think USMA tells the congressperson, but it wouldn't hurt to tell them.Do the members of congress know that an applicant has received an LOA prior to an interview, or does the applicant need to disclose it before the interview?
I have not discussed, with Admissions, the question of if USNA notifies MOC's of who have been issued a LOA, but I highly doubt they do. It's no problem for a recipient of a LOA tells the nomination source about it.
