The acceptance rate at USNA is 6.8 (ish). Is that acceptance rate based upon: a) # of nominations or b) # of those seeking a nomiation?

It's based on total number of people opening an application (denominator) and appointments (numerator). Many who open an application never complete it. Thus, the numbers get increasingly "better" (for candidates) when the denominator is those who complete applications, those who are fully qualified, and those fully qualified with a nomination.

For USNA class of 2020 it breaks down like this:

Applications: 12,763 men and 4,280 women = 17,043 Total apps
Offers of appointment = 968 men and 387 women = 1,355 appointments
1,355/17,043 = 7.95%
