Have any college reapplicants heard anything about their admissions status after submitting their first semester transcript?
I think they wait until all of the college/reapplicant transcripts are received and then review them, if not as a group, more or less at the same time.
No, they compete across the board. However, my sense is that, at some level, USNA wants to compare apples to apples in terms of qualified status and assigning WPM scores. From a process standpoint, it could be a bit more difficult to look at h.s. candidates and college candidates at the same time b/c they really do bring different things to the table.

Yes, the academy does take into consideration the college you are attending, as well as the rigor of schedule.Had a question asked of me about "apples to apples" the other day I couldn't answer with any confidence and am hoping that perhaps someone could shed some light on.
Does USNA "rate/evaluate, etc." the colleges that candidates are applying from in a similar way they look at high schools? Would make sense but can someone answer that who has knowledge of that?
Me as well as my friend both went to a very small state college, and were both admitted to USNA. I honestly believe that the academy looks more at what classes you are taking then what university you are attending. To answer the original question my friend found out he was accepted on February 5th and I found out on the 10th. I believe that they really start looking at college apps towards the very end of January and early February.
