Reapplying- SATs & LOAs

If one is reapplying, I heard that they shouldn't have to retake the SAT and ACT, but on the USNA Admissions page they say "We recommend you retake your SAT and/or ACT tests. " What should I do?

Also is it possible to get a LOA as a re-applicant?
 
If you attend prep school, you should retake the SAT/ACT. If you attend a 4-yr college, don't.

LOAs are almost impossible for reapplying candidates b/c USNA wants to see first semester grades before they make a decision. Those don't come in until January. Also, LOAs are intended to address the issue of early action/early decision -- those programs typically aren't at issue for college students.
 
I'm not sure about re-applying specifically, but college applicants can recieve LOAs after their first semester grades have been recieved. That would be around the end of January or early February
