Hello, I was wondering if someone here might know what to do if my recommenders have left my school for another school district. Should I send the form in the portal to them at their new district? I have kept in touch as they know I am applying. I am worried that my recommenders (and it is both, one retired actually) will have different email addresses from my school. Will that look bad?

Recommend you reach out to your Admissions Counselor (or join in the online Q&A period) to get a definitive Answer, but off hand I don't think it would be a problem -- frankly, I doubt USNA cares what email address is used for a teacher, and suspect that some Candidates use their teachers personal email addresses to communicate with teacher during the Summer.
